Position Overview  

The Pembina Institute is seeking a highly motivated individual to join its Buildings program as an analyst. This position would advance our ongoing work on energy efficiency policies to support decarbonization of existing and new buildings across the country — a critical target for Canada to meet its net zero emissions goal by 2050. 

We are seeking a highly driven and resourceful person with two to five years of relevant technical experience, strong analytical skills, knowledge of climate and energy policy with respect to existing and new buildings, an understanding of the challenges and opportunities associated with decarbonizing Canada’s building stock, a solid work ethic, and a persistent drive to solve Canada's most prominent sustainability challenges.  

The Pembina Institute is providing research and analysis along with impactful policy and regulatory guidance to make Canadian homes and buildings energy efficient, low-carbon, healthy, safe, and resilient. This role will require engagement with diverse stakeholders, including Indigenous, provincial, and federal governments, private and crown utilities, Indigenous communities, industry, and non-governmental organizations. The goal is to accelerate deep retrofits and a transition to low-carbon energy systems for space and water heating through transformation of market supply and demand forces and the regulatory and finance conditions needed to support a new retrofit economy.  

This full-time position is anticipated to start in September 2022 and could be based out of any of our offices in Vancouver, Calgary, Edmonton, Ottawa, or Toronto. The Pembina Institute features a hybrid workplace that does not require employees to be in an office full-time. The successful candidate will report to the Buildings program manager, and will work closely with senior analysts and the program director.

Roles and Responsibilities  

  • Conduct high-quality research and analysis on subjects such as policy, regulatory and financial conditions that support rapid decarbonization of buildings across Canada 
  • Play a key role in updating and advancing key modelling and research within the Buildings program  
  • Develop and support implementation of strong public policy to support public discourse and action on environmental, climate and energy solutions  
  • Support the development of high-quality project deliverables, including reports, briefing notes, presentations, and Excel models 

Based on the successful candidate’s interest areas and backgrounds, more specific work areas could include:  

  • Forecasting and developing business case and carbon reduction potential scenarios for fuel-switching to electric air-source heat pumps in regions across Canada 
  • Examining clean energy policies (federal, provincial, territorial) that would support the acceleration of deep retrofit and fuel-switching of existing buildings 
  • Further analysis and quantification of the combination of utility rates, subsidies and finance and investment models that support the business case for decarbonization of various types of buildings and ownership models 
  • Investigation of the roles of and demand for alternate fuels, such as electricity, methane, and renewable natural gas, in pursuit of decarbonization of buildings alongside other sectors of the economy, such as transportation and industry 

Skills and Qualifications  

Candidates must clearly reflect the following skills and experience in their application:  

  • Hold at least an undergraduate degree in energy/environmental science, engineering, or science. Other fields (e.g., social sciences, political science) will also be considered.  
  • Have two to five years of work experience in the private, non-governmental, or government sectors on climate science and energy policy and knowledge of energy efficient and low-carbon technologies utilized in the building sector  
  • Be able to conduct quantitative and qualitative technical research in energy and environment policy  
  • Have excellent Excel skills in quantification, data compilation, analysis, organizing large amounts of data  
  • Demonstrated ability to conduct and organize quantitative and qualitative technical research in the area of energy and construction; able to synthesize large amounts of data, ensure completeness of data; sort out data discrepancies and estimate data gaps based on known high-quality data. 
  • Ability to communicate complex technical matters in plain language  
  • Strong interpersonal skills and ability to work with a wide array of stakeholders  
  • Self-motivated and results-oriented, with the ability to take initiative and work independently with light supervision as well as in a team 
  • Candidates may also wish to provide examples of additional qualifications and describe how they would apply these in a role at the Pembina Institute. 

Other Valuable Qualifications  

  • Demonstrated commitment to sustainability and social change through educational, professional, and volunteer experiences  
  • Familiarity with energy conservation measures for buildings, real estate assessment practices, development practices  
  • Prior experience with energy and/or environmental policy advocacy and regulatory reform for environmental protection in the energy sector  
  • Experience with public speaking, media, facilitation and/or in chairing meetings and workshops

The salary rate is competitive for an analyst in the environmental non-profit sector and will be based on skills, experience and qualifications of the successful candidate.
