Reporting to the Marketing Manager in the Economic Development Division, the Supervisor, Web & Digital Communications is responsible for providing digital communications leadership and expert guidance to the Division in the management of web and digital communications. The position also involves responsibility for initiating, planning and overseeing a wide range of online content development and digital communications services for the Division's programs and services, including, but not limited to, major City-produced events such as Nuit Blanche, Winterlicious, Summerlicious and Doors Open; the City's 10 museums and associate programs, collections and exhibitions; as well as programs and services to support Toronto businesses, including incentives, BIAs, and economic development marketing initiatives for Toronto. The Supervisor of Web and Digital Communications has five direct reports.
- Implements detailed plans and recommends policies/procedures regarding web and digital communications requirements for the Division.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others.
- Supervises five digital marketing and communications professionals.
- Supervises the day-to-day operation of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Oversees the delivery of high-quality service for Economic Development and Culture web and digital communications initiatives.
- Serves as a leader in aligning of web, digital and social media marketing strategies with divisional business goals and objectives.
- Oversees delivery of Social Media engagement and campaigns for all Economic Development and Culture programs and services.
- Oversees implementation, delivery and sustainment of the Web Content Management Solutions for Economic Development and Culture, including workflow functionality within the communications function.
- Oversees implementation, delivery and sustainment of content libraries, including design assets in the form of text, photography, graphics, video, audio, illustrations and training materials to internal and external users.
- Leads the development of frameworks and methodologies for web and social media measurement.
- Develops, maintains and leads a Centre of Excellence for web and digital communications within Economic Development and Culture, including the establishment and leadership of a cross-divisional community of practice for all Economic Development and Culture web and social media users.
- Prepares and presents reports, briefing materials, presentations and recommendations for senior managers, Committees and City Council, as required, on matters related to areas of responsibility.
- Provides input into, and administers, assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Leads, or participates in, the preparation and payment of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), IT Authorization Procurement Plan (ITAPP), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLAs).
- Prepares, develops and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and community groups.
- Reviews, tracks, evaluates, and reports on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
- Represents the Division in meetings with a wide and diverse range of internal and external stakeholders, City divisions, community groups, sponsors, senior staff, and elected officials.
- Ensures that the quality of work and service meets corporate and divisional standards, and that employees are trained to perform work in compliance with all legislative regulations that apply, such as the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA), etc.
- Post-secondary education in a discipline pertinent to the job function (communications, marketing, public relations, journalism) or an approved combination of education and experience.
- Extensive experience in planning, developing, implementing and overseeing complex digital communication initiatives and strategies to enhance communication and engagement opportunities.
- Extensive experience leading content creation and management of digital advertising campaigns, including social, search, and programmatic advertising.
- Considerable experience supervising, leading and directing staff and project teams to achieve communication objectives.
- Expert-level knowledge of the latest trends in social and digital technologies and strategies for communicating across web, digital, mobile and social media platforms.
- Superior written and verbal communication skills and proven ability to communicate at all organizational levels as well as with politicians and the media.
- Demonstrated ability in developing effective protocols and processes for coordinating communication activities across the Division involving multiple stakeholders and operating areas.
- Excellent interpersonal and presentation skills, with the ability to establish and maintain effective partnerships with other staff, community groups, agencies, corporations and businesses in relation to the marketing portfolio.
- Well-developed strategic planning, analytical, problem-solving and negotiation skills.
- Ability to take initiative and work independently while functioning as a strong supervisor and team player in fulfilling the Division's goals.
- Demonstrated ability in working in a high-volume, high-stress, and creative environment with frequent and competing deadlines.
- Familiarity with relevant legislation, including the Occupational Health and Safety Act, the Municipal Freedom of Information and Protection of Privacy Act and the Accessibility for Ontarians with Disabilities Act.
- Ability to work occasional extended hours, evenings and weekends on event days, as required.
